    3.0 HISTORICAL OUTLINE

    3.1 Sydney Technical College as Part of the Technical
    College Tradition

    Sydney Technical College is an important part of a long
    tradition of techn[...]ool of Arts established a separate

    Working Men's College in 1878. This became known as Sydney
    Technical College.

    The College was the first of its kind in the state and one
    of[...]t assumed responsibility for
    the financing of the college and a Board of Technical
    Education was established to administer the institution.
    The new board expanded the college and new branches were
    established in other metrop[...]artment of

    Public Instruction (3). In 1891 a new college was
    established at Ultimo.

    Between 1902 a[...]
    Technical College put much effort into creating courses
    that would[...]epartment and became an annex to Sydney Technical
    College. Some departments were moved to the annex
    includi[...]economy.

    In 1949 the Technical Education and NSW University of
    Technology Act was passed; this created a sepa[...]s Street
    and most of the land now utilised by the college. The

    boundary of the grant was located, a[...]
    site of the new college (10). During 1889 valuations were
    made on the lan[...]hich time it was acquired to expand the
    Technical College grounds. The house and land were bought
    for 88,00[...]use was demolished in
    1932.

    3.3 Sydney Technical College 1889 - 1898

    Before the creation of the new college at Ultimo, the
    Sydney Technical College operated from a number of
    buildings; The Temperan[...]89 for a campus.

    The creation of a new Technical College, in 1890, was
    assisted by the newly formed, in 18[...]Museum and overseeing
    the development of the new college (3).

    50,000 pounds was allocated to the b[...]
    [...]e
    technical high school and 19,535 pounds for the college
    (4).

    On 16 November, 1889 W.E. Kemp was directed to prepare
    plans for a Technical College and Museum at Ultimo. This
    was considered to be a[...]into the workshops at Ultimo although
    most of the collegeCollege
    buildings to revise the syllabus of instruction i[...]ry
    engineering." (10)

    One fear in establishing a college at Ultimo was,

    "that the situation of these buil[...]at;

    "In speaking of the work of the Metropolitan College
    mention should be made of the necessity fo[...]
    [...]ces... Many trades are
    still unrepresented in the College courses. The day
    students attending the College are in need of suitable
    space for recreation. In[...]rsists on the
    campus today.

    3.4 Sydney Technical College 1899 — 1909

    From 1900 onwards the student population at the college
    rapidly escalated after a sharp downward turn had[...](1)

    It was claimed that, in the near future, the college would

    require all that land and, perhaps, even t[...]lowed to build in the remaining open
    space at the College as this would constitute a fire
    hazard (2). Howev[...]d that,

    "the need for more accommodation in this college in this
    year is urgent." (3)

    3.5 Sydney Technical College 1910 — 1918
    [...]er occurred during
    1911 (1). In 1910, though, the college was extended by the
    addition of the Ultimo House[...]requirements of additional accommodation for the
    college. This included new buildings for six different
    tr[...]ively stopped planning for the development
    of the College although one building, for Mechanical
    Engineering[...]to help ease the situation.

    3.6 Sydney Technical College 1919 — 1930

    In 1919 three "temporary" building[...]1920 fire insurance was taken out for the various
    college buildings and the schedule provides a good[...]
    College, at this time an annex of the main college. These
    were Women's Handicrafts and Applied Art.[...]ilable at this time went towards creating the
    new college at East Sydney.

    From 1928 expenditure for buildi[...]ity
    occurred on the campus.

    3.7 Sydney Technical College 1930 - 1940

    By the 19303 the College again required a major programme
    of repairs and r[...]mme but by the mid 19303

    it was obvious that the college required additional land
    to accommodate new build[...]tes
    and the projected detrimental effect that the College
    expansion would have on the shops when the it gai[...]onsiderable discussions were held on the proposed college
    extensions. The Minister for Education pointed ou[...]ly unknown to most and it “faced a
    slum“. The College was said to compare less than
    favourably w[...]
    [...]uring 1936 the Minister for Education visited the College
    and inspected all the facilities including the la[...]n 1937 a valuation statement was prepared for the college
    and a comparison of this with the earlier fire in[...]ildings reveals the extent of development

    of the College in the intervening years. The facilities
    listed w[...]he first indication of long term
    planning for the college expansion (10).

    In 1938 another piece of land was resumed for the College.
    This was the purchase of the Harris Street Baptist Church
    which occupied land now owned by the University of
    Technology on Harris Street (11). Furth[...]

    3.8 Sydney Technical College 1940 — 1964

    The war years effectively prevente[...].

    The 19603 saw a rapid student expansion at the college.
    During this period the government decided to exp[...]Institute. One major
    redevelopment scheme for the college was planned during
    the 1960s. This was in 1962/3[...]cost 10,000,000

    pounds for the Sydney Technical College is in the planning
    stage." (3)

    3.9 Sydney Technical College 1965 — 1990

    In 1966 the college acquired the Marcus Clark building and
    miscellane[...]ffort was put into planning for the future of
    the college. The Government Architect was requested, b[...]

    the facilities at the college was maintained. In 1971 it
    was announced that thr[...]progressive redevelopment
    of the Sydney Technical College site over the next fifteen
    to twenty years at a t[...]s were relinquished. This area is now used by
    the University of Technology. In 1977 a Planning
    Co—Ordination Group was formed at the college to formulate
    planning guidelines based on educati[...]orge and Harris Streets, was
    handed over from the college to the Institute of
    Technology. '

    The library for the college has been housed in a variety
    of buildings[...]
    [...]1 but has since been demolished (l).

    The current library was first designed in 1975. It was
    estimated to c[...]has been let to construct a fully
    air conditioned library block as the first stage of a
    special building project for the central campus area. The
    library block will serve the whole campus..." (3).

    After the construction of the library it was proposed, in
    1982/83, to develop a six sto[...]uld sit on top of and link the recently completed
    library and podiatry building. This was to accommo[...]

    the technical college facilities as a commercial high

    the college. Its efficiency was said to have been redu[...]
    [...]constructed in 1912 and was used by the
    technical college during WWII. It was purchased in 1955/56

    The college acquired the building, as well as a number[...]
    [...]entrance steps and a front boundary wall for the
    college. The tender cost was 370 pounds (1).

    Museum to the College was "an eyesore" and wire netting

    to and exit from the college onto a street that was well
